International rates for some VoIP services are comparable to prepaid calling cards, except you don't have to worry about buying new cards or running out of minutes.

I hate to answer a question with a question, but, do you have high-speed Internet? Cable Internet? DSL? Broadband? If you answered yes to any of those, then the answer is yes. You can get VOIP. Phone service with VOIP is available anywhere you have a broadband Internet connection.

Is VOIP available where I live.

If you have broadband it's available, but that doesn't mean a local phone number for any given company is available in your area. You'll just have to check and see which VOIP providers offer a local phone number where you live. While I'm on the subject of local phone numbers I might as well let you know in many cases you'll be able to keep your current phone number when you switch to VOIP from a landline.
